DVB-T2/HEVC plans in Poland. Ministry publishes new STB requirements

Polish Ministry of Digital Affairs has published a regulation draft updating the technical parameters of TV sets and set-top-boxes that are able to receive digital terrestrial television. The document indicates target standard for Polish terrestrial television as DVB-T2 with HEVC video compression.
In the following years DTT muxes in Poland will be moved from frequencies above 700 MHz to the lower part of terrestrial UHF band. From the second half of 2022 Polish 700 MHz band will be entirely dedicated to 5G systems.

Terrestrial TV receivers that will go on sale after 30.06.2020 should receive muxes transmitted in VHF band (174-230 MHz) and UHF channels (in the 470-694 MHz range instead of the current 470-790 MHz).

The most important change for set-top-boxes and iDTVs is addition of DVB-T2 standard support. Such receiver should receive SISO and MISO transmission and DVB-T2 signals using rotated and non-rotated constellations. Receiver according to new specs should receive DVB-T2 transmissions with single PLP stream.
Video decoder requirements look interesting. DTT receiver should support decoding of AVC (HP@L4 profile for HDTV, profile MP@L3 for SDTV) and HEVC (HDTV - profile not specified and SDTV - MP@L3.1) video streams. It seems that Polish Ministry looks forward to UHDTV broadcasting in terrestrial network, however reception of such signals might be limited only to iDTV. In this case, the video decoder of iDTV unit should support HEVC decoding for UHDTV including HDR and HFR technologies (Main Profile, Main 10 Profile, Main Tier and High Tier).

Specification for audio, in addition to the standard codecs MPEG 2 Layer II and E-AC3 (Dolby Digital +) , mentions also AC-4 decoding support. According to regulation draft AC-4 audio tracks might be used for UHDTV channels in Polish DTT multiplexes.

Updated specification also defines optional HbbTV support (version 2.0.1) and removes the requirements of analog video output (SCART) and optical S/PDIF in the set-top box.
